SAM.gov Registration: The Complete Step-by-Step Guide

If you want to do business with the federal government, SAM.gov registration is non-negotiable. SAM — the System for Award Management — is the government's master vendor database. No SAM registration means no contract, no purchase order, and no payment. Here's the complete walkthrough, in order.

What SAM.gov registration actually is

SAM is where agencies verify that a business is real, properly identified, eligible for set-asides, and set up to receive electronic payments. It's free — anyone offering to "register you in SAM" for a fee is charging you to fill out a free form (the service may be legitimate help, but the registration itself costs nothing).

Before you start: the document list

Gathering these first prevents the #1 registration killer: the form timing out while you hunt for documents.

Step-by-step

  1. Create a Login.gov account and verify your identity. Login.gov is the sign-in system for SAM.gov.
  2. Get your UEI (Unique Entity ID) if you don't have one — about five minutes on SAM.gov.
  3. Start "Entity Registration" and choose "register my entity to do business with the government."
  4. Core Data: legal name, addresses, EIN, UEI, CAGE code (leave blank if none — one is assigned automatically).
  5. Assertions: your size standards by NAICS code, ownership structure, and any set-aside eligibility (8(a), WOSB, SDVOSB, HUBZone).
  6. Representations & Certifications: standard yes/no questions about your business — answer accurately; false answers are legal violations.
  7. Points of Contact: who agencies call about contracts, payments, and compliance.
  8. Financial Information: your EFT banking details — this is how you get paid.
  9. Submit.

How long does it take?

Filling the form takes one to three hours with documents in hand. Processing takes about 5–10 business days, then you receive an activation email. You cannot bid while registration is pending, so start before you need it.

Common rejection traps

The annual renewal people forget

SAM registrations expire every 12 months. Lapsed registration means you disappear from the vendor database, bids get rejected, and payments stop. Set a recurring calendar reminder for 11 months after each renewal. This single habit has saved more contracts than any sales technique.

Next steps: grab our SAM registration checklist, then read what a UEI number is and how CAGE codes work. When you're ready for the full sequence — registrations to first bid — see the Fast Start Workshop.
